Why are 400 homes being proposed?

The Government has set a target to deliver 1.5m houses over the next 4 years. In Cheshire West & Chester this means a requirement to deliver several thousand homes each year for many years. Moreover, Cheshire West currently lacks a valid housing supply and developers with limited experience of Tattenhall and limited interest in its long-term success are likely to be pursuing applications. In order to influence the right type of development in Tattenhall, the Parish Council has been refreshing the Neighbourhood Plan and has acknowledged that a few larger sites are more likely to deliver the required funding for amenities and infrastructure to support the envisaged growth. The plans, if supported, would increase the number of dwellings in Tattenhall to a size closer to Tarporley today, and we believe that our accompanying investment in local infrastructure and critical amenities will also enhance Tattenhall, ensuring it remains a special place to live.

What type of homes will be available? How will local families benefit?

Tattenhall has been identified as severely lacking in terms of the availability and affordability of its housing. In particular, smaller houses for first-time buyers, young families and downsizers are in short supply. Homes on our site will be aimed at first time buyers and starter families – so that more of our young people growing up in the village can afford to stay in Tattenhall. At least 30% of the homes on our site will be affordable homes, in line with Cheshire West’s policy. There will also be family homes in a mixture of sizes and styles to attract and support families that will add to Tattenhall’s community and support local amenities, as well as homes designed for downsizers (including a number of bungalows) and potentially self-build plots. We will work with affordable housing officers & providers to bring forward affordable homes that local Tattenhall people have the best opportunity to access. Working with Burwardsley Parish Council, Bolesworth Estate already runs a successful affordable scheme to which local residents have preferred access.

How will you ensure the agreed housing mix is not changed after outline planning approval?

The affordable housing will be secured through a binding legal agreement with CWAC called a Section 106 at outline approval, and The Estate will further impose this in the sale agreement to any housebuilders such that the amount of affordable housing is not changed, and these properties remain affordable permanently to benefit generations to come. We will also look to put in place a Design Code as part of any agreement with housebuilders so that the housing remains consistent with our proposals.

How will the development protect the character and identity of Tattenhall?

The site flows naturally from the existing settlement and sits within the village gateways meaning new homes would feel a well-integrated part of Tattenhall. We have considered how existing areas of open space and public footpath connections run through Tattenhall and our proposals continue this distinctive character with 24 acres of landscaping. One of the unique features of Tattenhall is its range of character areas across the village. Our proposed site will also include character areas with varied architectural styles in keeping with the existing look and feel and avoiding uniformity. We will implement a Design Code to secure the architectural design quality of the development. The Design Code will establish the key architectural details and design cues that make Tattenhall a unique place and ensure they are delivered as part of any Reserved Matters Application.

Will this new development cause highways issues in Tattenhall?

The proposals are designed to minimise traffic increases in the village centre and around the school while still offering good connectivity to the A41. Our extensive highways work as well as consultation exercise confirms that the site is located in the least congested part of Tattenhall, with good access. A key part of this is our commitment to active travel: improvements to walking and cycling routes will make it easier and safer for residents of all ages to walk or cycle to school, shops, and the village centre. By encouraging more people to leave their cars at home, these measures will help reduce traffic, improve safety, and promote healthier, more connected communities. We are also working with the Parish Council to explore opportunities for environmentally sensitive parking in the village, which could be located on Bolesworth Estate land.

How will the new development affect flooding problems in Tattenhall?

All new developments are obliged by planning law to ensure that they do not adversely impact existing surface water management conditions. Our site is being designed to meet these stringent tests, and we would not expect planning approval otherwise. In relation to the discharge of surface water from the site, our proposals are designed to take the surface water direct to Golbourne Brook, beyond the sewage treatment works. This is key to not adversely impacting known capacity constraints in the local water infrastructure. Beyond the existing site, Bolesworth has been looking at larger scale, strategic initiatives to improve the flooding situation in Tattenhall. Work done by our hydrologists suggests that there is an opportunity to have a material impact on the flood risk in the village by expanding the existing Millbrook Natural Flood Management scheme on Bolesworth land. This would involve re-meandering Millbrook and creating new bunds, both of which would lead to a significant reduction in local flood risk as a result of storms. This initiative would represent a very significant investment of land and funds to deliver capital works and ongoing maintenance and is beyond the required scope of the planning application for this proposed development. Nevertheless, Bolesworth Estate has offered to contractually commit to pursuing this opportunity and funding it from any development proceeds, should its planning application be successful.

How will this new development affect the GP capacity shortages in Tattenhall?

All developments are required to make contributions towards the provision of local healthcare through S106 agreements with the local council. Bolesworth is also very aware of the significant capacity constraints in GP services within the village and our base plans provide a site for a new GP surgery to be built within the development. At the same time Bolesworth has been working with Laurel Bank Surgery (the Malpas based practice merging with the Village Surgery Group) to explore whether the building on Barbour Square could provide an even better solution for local healthcare. Discussions suggest that this could indeed be the local surgery’s preferred solution (as it was for the respondents to our consultation). Bolesworth is continuing to pursue this option with the local practice, CWAC, and the local health authorities.

How is this development going to affect the natural environment and sustainability?

Any development must ensure a minimum 10% increase in the amount and quality of the natural environment. This is known as Biodiversity Net Gain. Not only will our scheme do this, but the Estate is currently working with its Ecology Consultants to find wider reaching opportunities on its own land holdings. On the site, the existing hedgerows and trees will be retained with significant new planting included within the open spaces. Wider than the site, the proposed natural flood management scheme would also have significant benefits in terms of natural environment and habitat creation. In respect of the houses themselves, they will be built in line with “Future Home Standards” building regulations. This is part of the commitment to be "zero carbon ready" with 75-80% lower emissions than current homes by using high fabric efficiency (e.g. better insulation, triple glazing) and low-carbon heating (e.g. heat pumps) to meet net-zero goals, shifting from fossil fuels to sustainable energy.

What are the proposed timings for the development?

The Estate intends to submit an Outline Planning Application in Q1 2026, which if approved would likely be followed by detailed applications, known as Reserved Matters during 2027. First build completions are anticipated from mid-2028 onwards
